It says you have to be laid off, to be eligible for the WIA and it takes around 3 months to finish the process. I've been reading up on it.

I was starved out so to speak of my last job and officially discharged, so i don't think I'm eligible now.

    Looking for other options now.

Must be slow. I applied for WIA only took a week, then off to school.

It depends. WIA is a federal program with federal money which is disbursed by the states. Although there are federal guidelines states can have some say also. In my state either the unemployed or those earning low wages may be accepted. Approval times here when there are funds available can be as little as 10-15 minutes after one completes the paperwork. If a person has been laid off due to a business closing or relocation to a foreign country due to foreign imports they may want to ask about the availability of TAA (Trade Adjustment Assistance) funds.
