I had a similar situation here in Idaho. My annual permit covers oversize and overweight. We are given a maximum amount of weight per axle group based on configuration and axle spacing. The permit states that when running a load under the permit, all axles must be on the ground.
I hauled a swather (maybe 15,000 lbs.) a few years back through the weigh station. It was wide, but nowhere near heavy, and I had one of my trailer axles lifted. The weigh master called me in to look at my permit, then told me I was in violation of the permit. He told it was silly in my situation, but asked me to lower the axle, and have a good day. Years ago, in a TN county, there was a judge that would throw out any tickets written on a CMV, even if they were in clear violation. It was the wild west, cops wouldn’t write tickets because they would just be thrown out. That judge has retired and things have changed. The good old days.
If VA wants to be that hard on trucks, people should just stop running there, or charge accordingly. Law enforcement would be better served to try to work with truckers to keep the roads safe and undamaged, instead of trying to see how much they can bleed them for. Sounds just like a money grab to me, when they see a big well known outfit, they know they have deep pockets, so they see how much they can get. -

On a side note.... I am permitted 10'11" going thru Charleston WV. Nowhere can I find a rush hour travel restriction . I feel like I'm missing something.
