If your single and don't mind some time in the pokey, that's fine. But if you have someone depending on you then it might not be worth it.
It's a gamble. Some get away with it for years, some don't. -
The only places I ever got shut down at were Seymour, IN, Roanoke, VA, and Greenwood, LA. Greenwood did at least let me go on to the Flying J to do my time with a stern warning that if I made it to the scale on the other end of the state, they would be waiting on me!LOL Oh I did get shut down at Forsythe in GA but it was because I was pulling an oversized load at night.

In the late spring, I got a clean level 1 in Joliette, ND. Really friendly LEO's there. I'm guessing it probably depends more on who you get than which state is worse. -

The question I have is this: if he's on an ELD, why did he drive more than 11 hours during a shift? The ELD displays how much time he has left to drive. Most will also give audible warnings when you have an hour, thirty minutes, etc. and then go APE #### if you run out of time

I know you're talking bout logs but Idon't know about driving dirty. However, MD has always been tough with me. Only the NB Perryville scales though. That whole thing about keeping your rig nice and shiny and they won't bother you is a clear myth at that coop at least. Been pulled around back at least 6 times. Everytime but one, I was empty. Only got written up once and shut down there because my brake lights were "too dim" said the 80 year old inspector at noon in July. Thats no exaggeration btw. Only place I've ever been asked to produce hotel receipts as well. Ohio is known to be pretty tough too but they've never bugged me.
