Good for her. Always best to cover your arse. The whole point of post inspection reports is to put the blame where it belongs. Unfortunately many regulations are geared toward blaming the Driver, or mechanic, shifting responsibility off the Carrier. That opinion depends on which side of the operation you’re on.

Hauling gravel, logs, equipment, tires get cuts OFTEN.
Just drive on it till I get around to changing it.

Put 14 new tires on a truck this past weekend, the best tire on it looked worse than that.

If we stopped ever time it got a tire cut, we would get nothing done.
A lot depends on the type of work a driver does.

    Rideandrepair and lilillill Thank this.

    Branding layer of rubber?
    Like this?
I rode on this one for a week and only replaced it because dot probably wouldn’t like it. No cords showing.
TA replaced the 295 lo pro with an 11R..accidentally.

Next day another TA gave me two new ones installed for free :)

Steer tyre no way, not at high speeds if you were running empty at speeds under 35 mph it'd be a little safer but still risky. What I'm wondering is how on earth did that happen to your tyre in the first place? Trailer tyre maybe over a shorter distance would not try to run it all day specially in super hot conditions its likely to let go at any time. May sure you stand clear of that tyre to.

That’s a recap, If you haul light, I would flip it and run it on the trailer where it’s not noticeable. But I would only do it IF money was tight.

Branding layer of rubber is the extra thickness added to sidewall for branding id codes, names, or numbers. Most manufactures add a placard spot that says “brand here” on it. Don’t want to burn more than 2/32’s deep in most cases.
What you have there looks like it may be what they call a “lifted tread skirt” were the tread cap comes loose at its skirt were it is fastened to the shoulder of the casing. and causes outer layer of sidewall rubber to separate. New virgin tires are put together like retreads. The tread cap is added to the body of the tire before it is molded together. Tread Separations on brand new out of the mold tires happen from time to to time.

The tire in the ops pic is not retread. If you look you can see “Bib” the Michelin man at the shoulder pointing out the treadwear indicators. Michelin retreads don’t have this. It just says “twi”
The mold flashing you see is what we call foreskins. New tires have this too and are usually cut, shaved, or ground off a little better.
