What you say is true. But I've seen inspectors at Cordelia and Truckee put trucks OOS for damage similar to that in the picture. Should they have done that? Legally no, but by the time you get a tire service guy headed up there plus all the delay time it doesn't really matter any more. You're the one that's going to sit. You can take pictures and complain to their office and do all that other stuff that makes you feel good but the fact is you're going to sit for a tire that could have easily been changed.
I'm not saying it's right but you've been out here long enough to know it happens.

My coworker was assigned the trailer. When she pretripped she discovered the tire. Another driver left it without reporting it. Looks like they dragged it across a curb or something. She texted me the pic. She reported it to the ‘yard guy’. He said it was fine. Lazy ####. It ain’t like he had to drag out the tools and the Jack. All he had to do was call the tire service and beckon them to the yard. They are there all the time anyways….. the new safety guy stepped in and made the decision. Change that tire!!
It may not be popular to say… but my coworker, as a woman, doesn’t garner the same respect as a male driver sometimes. Some act like she doesn’t know #### cause she is a woman. She is a #### good driver. She deserves more respect. She has had some of the same issues when she brings her truck into Penske for maintenance.
Oh well.
I posted the pic cause she wanted to get my opinion on it. If it was my call, the tire would have been changed right away. She said something, it’s a fine tire, roll on driver. The Yard Guy wouldn’t have said #### to me but her, an issue, flexing his ‘muscle’. Typical work ########.

One topic that comes up on here all the time are the junk tires on intermodal, in reality, that's a typical intermodal chassis tire, and yes, I would run it, only because the people who repair the tires at the ramp won't replace the tire unless it meets specific requirements. One of those is that on any sidewall gash, belts must be visible.
