I'd judge by looking at the person. If I saw no threat and a calm demeanor, then sure, why not.

I might if I knew they for sure needed help. If I was following someone and they broke down or blew a tire I might stop and offer to help, give ride, etc.

One company I drove for didn’t even have a passenger seat. Unless the hitchhiker wanted to hang on to the side of the truck, hop on!
