Truck takes out parked flatbed bumper

Just parked, ate, and just got in my truck when this unfolded.

I jumped into bed and was about to get ready to sleep when all you hear is a loud crunching sound and an air horn going off.

What are the rules here? Flatbed driver not parked in an actual spot. Both at fault? This is right next to the scale. With flatbed parked only room for 1 truck to squeeze by and that's if you use all the space available.

This is the Petro 2 off I-94 in Clearwater, MN.

 

Should of seen the look of an old -chubby- cranky flatbed driver jumping out with just pants on yelling at a confused middle eastern guy who actually looked confused like the truck just appeared there.

 

Yep, also sheriff just arrived and all the other drivers are walking up to give the story of what unfolded.
