No one is saying to work off duty. The question is the 14 hour clock and can one stay on duty past it.

Long story short you can not drive a commercial vehicle for more than 11 hours in any given 14 hour period, which allows you about 3 hours for breaks, the exception would be in extreme weather conditions like a snow storm and there is nowhere safe to pull over. You can do what ever other manual work you want, and can even jump in your own motor car and drive for another 10 hours if you so wish they just don't want you driving a commercial vehicle for more than 11 hours unless you've had a 10 hour break.

the answer is NO. and as stated. in no capacity including,
Performing ANY other work in the capacity, employ, or service of, a Motor Carrier; and

Again, that means the driver has to be on duty. No one is debating that. It doesn't do anything to address the 14 hour rule. Which only applies to driving after 14 hours, not on duty work.

Show me the regulation otherwis.
There is only one regulation that limits on-duty time, and it deals directly with team drivers.
From 395.3
(2) 14-hour period. A driver may not drive after a period of 14 consecutive hours after coming on-duty following 10 consecutive hours off-duty. -

Easy. No violations when on duty after your 14 hours.
