Open a company in Quebec?

Hello, I am helping a friend to open a trucking company in Quebec but I am not sure what all is needed? I looked up online and everything is in French.
Does anyone here knows what permits or registrations i would need before my friend buys any equipment?

Thank you Judge, theres no info on quebec based on it. Quebec has their own terms for cvor and other permits. I cant figure out what exactly would i need.
