But even American citizens should be against this. Imagine a DOT officer handing you a document then compelling you to read it out loud and then compelling you to write something on a paper to prove 'whatever' they want. Right away, this is a 5th Amendment violation since they cannot compel you to be a witness against yourself. You have every right to remain silent in this encounter and there is nothing they can do about it, especially not issuing a $5000 fine for not answering a state actor (law enforcement). Yes and no.
Remember driving in the United States is considered a 'privilege' subject to the various rules of the state in which you are in. Indeed, you have the right to remain silent, and the state has the right to revoke your 'privilege' for doing so. Ask anyone who was suspected of DUI and refused a test.
We have laws for a reason......this is one of them. -
I would say if a driver is pulled in for inspection and they observe at that point when talking with them that it’s an issue then i’i say they should address it at that point.hope not dumb twucker, scottied67, singlescrewshaker and 1 other person Thank this.

You mean these limited English speaking steering wheel holders can't use a translate app on their phone?

Sorry, gonna disagree. The English Language Requirement for operating a CMV says you must be able to adequately read and speak English.
