Also, I wonder how they will deal with companies that aren't based in the states but do commerce here, which there are companies on both sides of the border that do so.

I doubt any state DOT's are going to start keying on the non-English deal. They will likely pull in the same trucks, somewhat random, but also based on carriers ISS scores. Then when they come across a non-English speaker they will deal with him. No telling how they will deal with those drivers when stopped by non DOT cops for traffic violations. Probably just let them go like they've been doing before the deal started.

How crazy it CDL driver are required speak and read English but they offer the CDL test in other languages is my understanding. That makes no sense

The best and easiest way would be to go after CDL schools and inspectors that put unqualified drivers on the road.
This video is about Canada, but US has the same exact thing going on.
if you are a fresh immigrant it's very easy to find a school that speaks your language. Russian, Spanish, Hindu and everything else. You go there, practice a bit, remember questions and answers by heart for your pre trip test and after few weeks you get your CDL.
Oh and you pass the written test at a DMV with a headphone in your ear with the translator (often seating on foreign country) telling you the correct answer.

They pass out CDL's and even HAZMAT like Pokemon cards. They want to drive shipping costs down. When I got my endorsements in Cal, they assumed I spoke little or no english. They were just about giving me the whole thing for the asking. When it dawned on them that I spoke english quite well, their tone changed a lot. Then the guys in the chairs were "El Jefe the answer! El Jefe the answer please!" Nobody cared one bit. It was weird. Very weird.

I'd say it went from 30% to 85% like this in the last 20 years.Its in the Usa too but at least Federally they implementing the steps to fix it with the English Speaking Law. You ever notice since the internet went mainstream since 2000 Common sense went out the window?
