What kind of tractor do you have? Some can only set to 59, others 60/61. Just depends. I had a tractor for a little while where I could set the cruise all the way up to the governor (64/65). That tractor's settings were all screwed up because the tach also wasn't governed. Could run the truck up to 3000 rpms if I wanted to LOL.
Could also be the case that they are all running overspeed, but that isn't likely. Next time you are driving through Illinois and you hit a construction zone see what those radar displays say you speed is. That's the easiest way to tell what you top cruise speed is.

It's also frustrating to be the office person on a dedicated account, which most of the drivers have been on for several years, and they start their clock at 0300, then come in the office every hour asking when their load will be ready, knowing that it has a ready time of 1400. They don't seem to understand when I tell them I will call, message them, or bring the bills out to them when they are ready. They come in every hour to see if the bills are ready yet. I've even told them not to start their clock until I call them to tell them the load is ready. Then they vent at me because they may be late making on time delivery.
