From what I understand that is not the case. CARB is CARB and CHP does their thing separate.

If there were going to be fines handed out, then carb would have issued them not warned anyone. But because there's pending litigation, they would end up losing with another lawsuit over the fact that they can't fine out of state trucks.

I would bet any person reading this that NOBODY can find ONE SINGLE ticket that has been paid to CARB.
I worry more about a zombie apocalypse than CARB. -

OK my person lives in California, my truck is registered and licensed in Wisconsin (leased to a carrier there). Am I considered an 'out of state' truck for the purposes of not being held to their ridiculous emission standard?
I see plenty of old beater trucks all up and down California when I go through. Just wondering because I have a California CDL would they pounce on my like some blood thirsty beast and put me out of business. -

I have not run into CARB once, but I am finding an increasing number of shippers & brokers who won't work with old trucks inside California.
