First of all, I don't know about new motor but the most reliable dependable engine made was 12.7 liters.
My thoughts are the bigger motor will get better mpg being worked because it doesn't have to work as hard to produce the power. I could be wrong.
I prefer the DD15 myself. I have one, 455 hp, 10 speed & 2.64 rears & it pulls fine. I pull a dry box & I'm averaging about 7.8- 8 mpg running 60 mph. My average weight is probably about 37k. My truck also has 750k miles on it.

I have a friend that drives a day cab with the DD13 in it. He says it is weak, no torque, nothing like the 12.7s were.
