When 2 people go into one shower... and one leaves early... can the other one stay in the shower for an extra few minutes to blow dry hair or do make up?

Are you talking something like husband and wife? boyfriend and girlfriend type thing?
If you do that, yes you can. The shower will not be marked ready until after it's cleaned, so opening the door doesn't trigger any warning other than "Shower is ready to clean" if that's monitored. Every place I've showered, the attendant knocks first anyway. If you are worried, just leave the shower running until you are done so it sounds occupied.
Hubby can leave, wife can stay and finish up without issue What I would ask about though, is what the shower sharing policy at wherever you are at is. And only that specific location can tell you that -
Yes, thats what I was worried about. If my husband leaves, and I stay, the cleaning people get a warning that shower is ready to be cleaned. I was worried that they might try to open the door or something. -

I did see two men who wanted to shower together get denied. -
A lot of the Flying Pilot's have a deadbolt that you can lock, on the outside it has a sign like an airplane bathroom that says "occupied".

Why would the door not be locked right after the first person leaves? They're not really paying attention to who exactly is going into which shower.

If the other person locks the deadbolt, how are they going to open the door to clean it?
