The law is all over the place on what can and cannot transpire on vacant private property. The owner of the property can be held liable for illegal activities if he doesn't take steps to prevent it. So many of them hire management companies to deal with the issue, who are ruthless in taking advantage by "cooperating" with borderline illegal towing practices.
I was threatened with towing from CityView Shopping Center Garfield Heights OH several years back. Bobtail, parked near but not in the dock area. There for 20 minutes while I went into the Giant Eagle grocery store. Wrecker had hooked up and had to pay $450 to unhook him. Accepted a Credit Card, so I immediately put it in contest. The manager of the store called the towing company and said drop the charge. And he called the management company to complain. They were in on it, they got 50% of the towing fee. Cops would not respond because the whole thing was on private property, and unless someone was hurt, it was a civil matter.
Just because you see other trucks doing it is not a justification, nor is taking some clerks advice at a receivers office. I would park on the street long before I will park on private property. You might get a ticket, likely won't get towed without warning, public right of ways have a whole different set of rules.UturnGirl, diesel drinker and 06driver Thank this. -

I would NOT start out by disabling their vehicle so that they couldn't move before I asked them to leave, and then demand money from them before I'd allow them to do what I wanted them to do in the first place. -
You hire a company to keep people from parking there. MOst of these tow companies do it for free, just collect the boot or tow fees.
And all your southern Illinois bravado is going to be real cute behind bars for
A) Trespassing
B) Assualt and Battery
C) Loitering
D) Property Damage
E) Impeding an Officer
Give me some time and I can probably tag you with a felony, and some real time so you can brag to those boys in Hays how you handled that ####
