The tractor parking brake must be on and sometimes you can not touch the brake or clutch pedal when the high idle is active(depending on DDEC II,III or IV and programming).
Cruise switch on and resume should be momentary on to bring it to "high" idle.
Holding the resume or accelerate should adjust the idle up or down from the high idle.

@blairandgretchen ,on my International with a Detroit, I was having the same problem. It was a air switch with a 2 wire plug attached to it. Mine was on the firewall, I don't know about your pete but I would imagine it would be a similar switch.

Parked at Love's in Knoxville, IL for the night, headed for Springfield, OH. Noticed the parking lot was full at the American Legion across the street so wandered over and stumbled onto a $10 catfish dinner with 2 sides....good eats but didn't get any pictures.

I've got a similar issue in my 9200. High idle works up to 1k. Cruise does what high idle does. Cruise doesnt work while rolling. Hsbent verified settings in ecm figure I'll start there if I ever get it plugged up. Not important to have cruise currently
