Interesting, I always thought the driver makes the whole difference. My 20 years old Volvo averages about 6.5, the same as 2016-2020 Volvo's in my friend's fleet. I can bring the average to 7-7.3 if I slow down to 65 instead of 70.
I remember DoubleYellow was obsessed with mpg and he averaged like 8.5mpg with his old pre egr 12.7 Detroit

There is one specific way that modern automatic transmissions will 'cheat.'

They drop out of gear on downslopes, provided they are not going more than a couple miles per hour over their cruise control set speed.

On flats or on steep inclines, that feature really doesn't do much, but on long rolling hills, you can spend a lot of time out of gear. Get going too fast, or slow down to below the set speed, and it will drop back into gear.

Most of us manual drivers simply won't do that. Coming out of gear to coast reduces our control. I know a lot of states CDL testing facilities will fail a driver immediately if they coast out of gear, even if they are coming to a stop. Coasting to a stop in a high gear with clutch in is fine, but pop that tranny out of gear and you fail. At least that's how it works in GA and I believe Texas as well.
