I thought this device was the measure that all towing companies used now.
Maybe the high pitched alarm would thwart off you angle grinder users!

There's got to be a way to pop that off too. And then again, replacing a windshield would still have been cheaper than paying those goons to remove their boot. And climb up onto my truck to put that thing on, and we're going to have an even bigger problem.

It’s been going on along time and ramping up each year without any regulations in many states.
The problem is setting blanket regulations for all tow operators.
Although there are dirt bags out there charging huge amounts for booting and towing there are also tow operators who are called to the Scene of a major 18 wheeler accident with millions of dollars worth of equipment who need to charge a fair amount to make a business viable.

Walmart stores are heavily against trucks parking on there lots now. Because of the truck parking shortage drivers tend to look up the nearest walmart to park for the 10 hour break. But those nasty OTR guys are always leaving trash, crap bags and etc in the lot.

Walmart will tolerate RV's but they hate trucks!!! Hell some neighborhood grocery stores walmart has will only allow deliveries during certain time windows. Because the hoa of that neighborhood doesn't want trucks there. These are called noise ordnance stores.

There are some Walmart's that have truck parking. And hell even when I drove for walmart transportation some managers didnt want walmart trucks on the lot at some stores.

However when I was OTR I never had a problem parking behind a walmart as if I was delivering the next morning.

I woke up on the hooks in dandridge TN one night. Nodded off in the speedway parking lot but not blocking anything. They do it as fast and quiet as they can then pound afterwards for their ransom to put you down. It was $300 to unhook me pr $600 if they put it in gear, cash only. I was furious. These dudes wanting $3k will eventually get stabbed over it.
