It's a very real thing. We had a couple of old women who were good dowsers but they died and there don't seem to be any of the younger people with the talent for it.

As long as there is a road/track into the property you would have unfettered access to the property year round unless weather conditions were such that the BLM closed the road. These roads are generally not maintained in the winter, and may be VERY poorly maintained the rest of the year. I believe you could maintain the road yourself, at your own expense.
I would be more concerned with water rights than access. Not all land has water rights out west, you would need to see if you would be allowed to drill agricultural wells, and also if pulling water from streams and rivers on the property is allowed. Sometimes its cheaper and faster to drill a well and then pay the fine than going through the government red tape... But that obviously comes with a whole nother set of risks and complications.
Rural land is generally not "Zoned" per say out west. Building generally just requires a permit from the county and the proper inspections to be carried out throughout construction.
Also look into mineral and ore rights... Do you only own the surface of the land, or do you own everything beneath the surface aswell. Can sone mining or drilling company tunnel under your property to access deposits? Surrounded by BLM land that is not likely to happen, but there have been instances of BLM land being mined in the past.

Detour SUCked. But.
I found a way around, down cobblestone streets... 121st.. to 10... to right on unknown (at a T had left or right decision, knowing train was on left, I buttonhooked a right) to a 4 way stop, hit a left..., that went back to US 54. Everybody was longfsced, and wondering how!
