Are some of the-freight brokers more than just a little “off”

This is a first. Oversized load on width. Talked to the weirdo at 7:30am, booked the load. Told him I’d be off on the highway to pickup at 930, after rush hours waiting on my 3 permits and get this guy from A-1 transportion calling at 8am screaming and yelling at me that I’m not on the freeway yet. Every possible swear and name he could think of from a quintin terintino movie, he screamed and screamed away. I said, “feel good to get that out? The traffics goes from 2 1/2 hours to 70 mins by the time I leave at 9:30” Then slammed the phone down and blocked me. I’m Out $285 in permits. Used to just be the occassional long pay or two no pays, but this new screaming like a crackhead is odd. What gets accomplished by that? I had one three weeks ago from the DAT board that a brokers wife was screaming at me saying “can’t pay our office rent, need that delivered today, I don’t care about your hours”. Just strange. yes, got a rate con that said “load between 0800-1500 today”. I was planning to get there at 1 as it is pick up in a military base. There was a confirmation end at the base in Tracy, Ca, so I made an appointment for 1130 with them tomorrow. Got the oregon fuel permit and 3 state oversize permits (Californias takes a few hours as most here probably know). The screaming and swearing on the phone was just crazy. Yes, he expects me to eat the $480 in permits. It’s a short trip, so I’ll get there in the scheduling window from the rate con today, give them my order #, twic and RC just showing the allotted time to arrive, just before 3pm. So I showed up as scheduled and I’ll file a TONU with permit costs added. Based on the screaming and vulgar texts, guessing it will just be a small claims issue. And English is definitely his first language, just a a whollllle lot of rage going on it seems.
