Do you have a Nuts off or lubricant you can spray on all the moving parts? I would soke everything and see if it will not break loose. Also is this an air lock or manual?

Tandem pins will not retract, lack of air pressure? | TruckersReport.com Trucking Forum | #1 CDL Truck Driver Message Board (thetruckersreport.com)
Some things in this thread you can try.

Have you tried rocking the trailer gently?

If it's air assist, may need a mechanic. If it is manual, get a bigger hammer...I use to carry a 2 lb sledge for trailers with that problem.

It kind of depends on exactly whats going on? Is the pin in a bind or is it still free to move inboard? Are the two holes lined up visually? Normally this happens with pins that have grooves worn on them. Usually some sharp S-turns will get them to pop in if rocking the trailer doesn't work.

Now if the pin is bound up and not in the hole, there's a linkage problem. It's been 20+ years since I've pulled a box, but I seem remember one brand was prone to overcentering when well worn, and a firm tap on the linkage in the proper direction would rotate everything back past overcenter. You'll just need to eyeball the linkage to see which way it rotates and if it's overcentered.
