That is a great way to tie down one end of a wheeled vehicle.
Whether it is one long chain or 2 short chains the loose loop in the middle is what is important.
This is how the military recommends a humvee is tied down, using the d rings.

 

I used to haul logging equipment. We used the same kind of setup all the time. Worked great never had trouble with DOT.

The truck driver here has trip-plan-a-phobia disease. So he took some medication and got a side effect of steering-wheel-holder.
