There is a shipper where I live that solved this problem. All trucks delivering or dropping off drop their trailer and leave. They used to have a nice break room with bathroom facilities and drivers trashed it. So they closed it and now all drivers have to leave. They don’t care where they go just get off the property.

Most of the drivers were professionals that would do their job then go away. Porta-poties were plentiful and maintained every week. -

Unless the guy is a midget. -
1. Human - a mammal like yourself with opposable thumbs and higher intelligence and compassion enough to realize other humans need to be provided with a restroom.
2. Subhuman - A company owner, manager or shipping employee who doesn't accept the above.
3. Animal - Any other creature sometimes including humans who will relieve themselves wherever and whenever they need to.
So, I'll make it simple. We don't need government intervention here. We need to accept other humans as humans, call out the subhumans who refuse to let another human have access to a restroom when confined at their location for more than 30 minutes, and if they do not, fine, we can act like animals.
All this to say if I am on your property and you keep me long and don't offer me a restroom I'm doing whatever I have to on your property. You can deal with cleaning it up. Like a happy animal, I've moved on.

Regulation usually fixes those things. The average employee does not have the power. -
You *splatter your bladder* ask for some cleaning supplies. If they send a janitor. A apology, $10 will help a lot.
If I drove OTR I would consider a small toilet. Try NEVER to use. Even if bucket/bag, supported seat. Doing my business in woods is one thing. Not overly comfortable. But in a parking lot? Heck no. -

You know guys, the bill is not going to fix a thing but what would is to force the manufacturers of the trucks with sleepers to figure out where to put a toilet.
This is within the regulatory purview of the government.
