I don't know about any states other than Ohio, but considering how anti-trucker they are, I'd put my money on California being the hardest.

Illinois due to our ex governor selling CDLs for money. A driver killed a van of kids. Their very strict now to get your CDL.
Dominick253 and crb Thank this. -
I personally feel The testing and licensing of CDL applicants should be uniform across the country.
Dominick253 Thanks this. -
Badmon and Dominick253 Thank this.

Well cali CDL exam is doing a full pretrip inpection, verbal with cdl instructor... btw they dont actually have a cdl. Skills test, doing striaight line frwd and back, normal backing and parellel parking. Then a small drive around the block.
Btw if a driver freaks out on a drive test the CA cdl examiner isnt qualified to drive the truck back to the examination area.crb Thanks this. -
Ma has a pre trip inspection and you have to get under the truck three times. Not only that but you have your first 5 brake tests then a in cab inspection. Then 5 more brake tests. Then you have your pull forward, straight back, a blind side and sight side parallel, ally dock, and a diagnle straight back. Then a road test. And you have to do your pre-trip and maneuvers under one hr and have 30 min for your road test or the trooper won't take you out. Also your timed on a 90 minute clock.

Dont forget the fact that our road test includes highway driving, not just a quick run around the block. Minimum trailer length is 45 feet for CDL test.
Plus, Mass. has very little wiggle room while doing the maneuvers. During the sight side and blind side parelell park, there is only 7 feet of extra space in front to back and a foot and a half on either side. Same foot and a half on either side for lane change/straight back and alley dock. Having an 18 inch box to stop in on all the maneuvers (trailer must be within that box).
Every company I talked to has told me that Mass. has the strictest testing that they know of.
My first test, in Sterling, I failed the sight side paralell park. I called the company up that I am going to and let them know it is going to be a little bit longer, that I have to retest. When I told them what I failed on, they told me most states dont even do a sight side.Dominick253 Thanks this. -
Yea and we have to have at least two on or off ramps to show down shifting. The cones set up are like walls so if your mirrors over hang its like dragging a wall. Some have 10 ft. Of play and Connecticut has 30ft on there's lol.

CA was easy, they honestly could have made it a bit tougher or longer.
