Keeping company name/logo, all numbers, lights, tags windows, mirrors and DOT tape clean should be fine but even so your more likely to get yourself an inspection. The cleaner the better because it helps show that you keep up after your equipment.

Although there is no law about a dirty truck, it could open up being harassed by the cops, years ago I was going east bound on I-70 in Colorado and came into the P.O.E. in Dumont Co. I stopped and went inside to watch a video that they have for going the next 17 or so mile downgrade into Denver, Was talking to the officer inside and a J.B.Hunt driver came across the scale and the cop told the driver to pull over and clean there doors off as he said he had trouble reading there Vin and dot numbers and that they would not make it through the next P.O.E. The cop also told me that they also had a problem with there slow trucks that have a problem getting up there grades.....

if a cop has a quota to fill, he will pull over and try to find something wrong.

Dirt is called 'unsecure cargo', it would fall under the CSA cargo securemental basic. I know you can be hammered for a single pebble sitting on your trailer dolly feet. They may even want to look inside your truck to see if your pedals are slick with mud or that your white sheets are still white and not dingy from the dirt.

If the dirt affects the safe operation of the truck, ie. windshield, mirrors, lights, etc..., then yes.
