I live in the state of Alabama and have aspirations of attending Cartersville Ga for school should I take my permit test here and have it once I go to school and do they take you to the MVR for your actual CDL test...

Yes as Sapamil said, you will need your Permit before attending school. Once you complete school, your trainer will take you to your home state to take your CDL Test.
