I think their rate was 60/hr which is a helluva lot cheaper than anyplace i've been to. It had to be done, just glad i didn't pay top dollar. The owner said he was a contractor with his own truck at one time.

393.205 - Wheels
This is the only section I could locate and not a thing referring to how many threads of the stud must be past the end of the nut. However, it is my understanding this is a requirement specific to Mercer due to litigation resulting from accidents in the past. Give Len Dunman a call and I am sure he can explain this in greater detail.
As far as the service trucks go, Jim Lawyer and his son Lance have the white service truck (I personally have used them for my truck) and David Knowles owns all the red KTS service trucks. David was a qualified mercer driver and at one time had a few trucks leased onto Mercer. Mercer contracts with Knowles to inspect all the new trailers.
Please don't flame on me as I really don't know much about the goings on at Mercer, only been leased on since Aug of last year, but thought I would share a small amount of info I do know.VinceL and snowman_w900 Thank this. -
There is always rules put in place because of accidents. Like can't let customers use our chains for lifting.
Mercer is working on letting us know alot of the past problems during the big drivers meeting in the spring. -
I had always heard the two thread rule myself. I put aluminum on front of my truck and only had 1/2 or a little more thread, so I replaced the studs on both sides. I am posting 393.205 and it's appendix...
Subpart J - Frames, cab and body components, wheels, steering, and suspension systems
Code of Federal Regulations§ 393.205Wheels.(a) Wheels and rims shall not be cracked or broken.(b) Stud or bolt holes on the wheels shall shall not be elongated (out of round).(c) Nuts or bolts shall not be missing or loose.
Appendix G to Subchapter BMinimum periodic inspection standards A vehicle does not pass an inspection if it has one of the following defects or deficiencies:
11. Wheels and Rims.a. Lock or Side Ring. Bent, broken, cracked, improperly seated, sprung or mismatched ring(s).b. Wheels and rims. Cracked or broken or has elongated bolt holes.c. Fasteners (both spoke and disc wheels). Any loose, missing, broken, cracked, stripped or otherwise ineffective fasteners.d. Welds.(1) Any cracks in welds attaching disc wheel disc to rim.(2) Any crack in welds attaching tubeless demountable rim to adapter.(3) Any welded repair on aluminum wheel(s) on a steering axle.(4) Any welded repair other than disc to rim attachment on steel disc wheel(s) mounted on the steering axle. -

when Knowles himself was a driver here , he was in the top ten contractors many times.
I have had good service out of both Knowles and lawyer, very reasonable prices. the inspections don't bother me, one thing for sure when ya leave Louisville you will good to go on a scalehouse inspection.
if you have ever had to do a road call repair at the scalehouse, you wont ever complain about the little stuff mercer makes ya fix. -
