Te easiest way to start is as a drivers helper with household movers such as United Van Lines, Mayflower, and many others. There are also many agent companies by other names that haul for the major household goods movers. You can also ask if your state allows people 18 - 20 to attend CDL school and get a restricted CDL for intrastate driving. If so, then go to the CDL school and then as a household goods driver helper.

Local construction companies too - gravel/sand etc. Pay may not be great but experience for sure.

Cannot leave your state huh.Most companies will ecpect that during training.After that you might be able to find something that only does intrastate.You're not on probation are you?

The hiring age for OTR is often 23, some are 21.
You'll be looking for a local company that'll give you a shot driving within the state till you're 21.
