Not only are all these devices distractions while driving they are distractions in life in general. Half the world walks around with their heads down anymore and miss all the little things life has to offer.
It's a personal choice but I see these devices as a ball and chain. I don't need to be able to talk with the same person 24/7 or read the next junk mail that comes across. Many are obsessed with the communication era. The term "smart" watch or phone is kind of demeaning. It means they know more than you. Pretty soon man won't have to think anymore. IQ will be based on what devices you have.
Even Capt Kirk didn't walk around looking at his communicator waiting for a call.
But to answer your question...
Can they compare phone logs with your logbook and fine you? No, because you can be pulled over on the shoulder which legally is still driving and legally pulled over to use such device.
We're not at the point the DOT will pull you over for looking at a watch but it might be added in the near future as technology increases.

My point being, why have a smart watch, smart phone , smart car, and a smart computer? All those combined leads to info overload. Soon you are paying more attention to the electronics and not paying attention to the road.
Almost every day there is a story of some driver topping a trailer or running off the road because, "my GPS told me to go this way".
To much dependence on electronics and not using common sense. A plain watch tells me the time and my cell phone can receive calls and texts. My computer can connect me to family via skype and the internet. I don't need something on my wrist trying to do all these things.blairandgretchen Thanks this. -
Dont get a smart watch. The CPU is weak and can hardly run the apps. It is a huge downgrade from a phone.
