After completing orientation which of course was logged line 4. The next morning diving a rental car from Lenoir City, TN to Deland, Fl to pickup tractor. Is that drive time in rental car line 3 or 4?

The book says that if you get a 10 hr break after arriving, before you start on duty, travel can be logged on line 1, off duty.

That is the correct answer, however, the driving time in a rental car is not logged on line 3, it is on line 4.

Like chicknwing said, line 3 is reserved for operating a CMV.
This is one of the rare instances where I put more than just city/state in the remarks. An auditor at the company (or DOT) would likely frown seeing you go on duty in TN and off duty in FL unless you note "travel to pick up tractor." -
Line 3 is for DRIVING...no discretion on CMV or not. If you were being driven, (bus), or flying, then it would be Line 4 all travel time when it is at the companies direction.
