Most companies I have talked to require you to be employed 30 days before becoming a trainer. I looked at JCT who said I could hire my cousin and train him but would have to be there 6 months. Transam said 30 days.
Does anyone know of some place I could become a trainer immediately or do a lease deal and train my cousin from the start? It's a long story about why he is having trouble getting started and don't want to get into that.
I have 12+ years experience, perfect record.

He's having trouble? I know you don't want to get into it but it could help us.... like a lot of people here say, trucking isn't for everybody. Drugs test fail? Most if not all company do drug test... trouble backing? Lots of drivers here can give tips.
But to answer your question... transam seem to be the quickest way to become a trainer. But you be getting new students everytime your done with one. you just gna train your cousin then quit? -

I would not quit immediately after training him. I want to help him, but I'm not going to go somewhere I would not want to continue working.

Well train him then! You dont need a company to show him a proper vehicle inspection and some backing on the weekends or whenever you have time. Once he gets the cdl through the DMV, like many of us, he can apply for driving jobs. The only thing you loose is your free time and the dmv fees.
