Cant see the tip on the cutting head of the pic that striker posted but with those home depot ones, if you notice the tip of the cutting head is recessed and if you have an actual bolt on, that is snugged up it will be hard if not impossible to cut it off. That being said most of the bolt seals can be cut with them. They don't work worth a darn on cables though.

Cable seals can be a pain. I got a pair of hand cable cutters and they can cut an 1/8" cable with no issue.

The cable seals are easy. Cut the metal block, not the cable. Simpler to cut than a bolt

not my problem if they cannot read the numbers when I'm done though.

Never seen one of those before. But I wouldnt make it my problem to remove that lock. Looks like a pain in the butt.

but it appears to have a keyhole, so where's the key?

Well I never had that problem to remove it. The railyard puts it on and off. But once in a while I see someone running off with it forgetting to get it taken off

Haven't seen any of those yet, but the barlocks are PITA, we have to torch those off and put our own seal on, then take the barlock with us to the customer.
