I was driving by a scale in PA the other day and I noticed the DOT had a car carrier (7 car high mount) and the carrier had the upper deck lifted with bottom 2 cars unloaded and parked beside the truck. My question is what reason would the DOT make you unload your truck and are they actually allowed to do that? My guess was either over length or, and this is the part I am not sure about, he made him unload to check his brakes as it is a little difficult to crawl under a carrier.

The feds have been pushing the states to start enforcing length laws on high mount car haulers, because they don't meet the federal definition of an Auto Transporter.
The reason he had two off the bottom is that you have to unload both those to get the back one off the top, and I'm sure that the back top was hanging off just like the back bottom.

He could also have just had a problem with the trailer and needed to make adjustments. Couple of years ago I saw an auto hauler off loading at a rest area because one of the hydraulic arms was leaking and the top was slowly leaking. Just because the guy was doing it in a weigh station doesn't mean DOT mandated it.

The upper decks are pinned in place. Nobody's going to unload cars in the inspection area and fix a leaking cylinder that ain't happenin.

Never having hualed cars before I will happily defer to you that the precise scenario I laid out is implausible. As to the more general idea - could the driver have identified a problem while going down the road that would necessitate the off loading?

The DOT cop was right there with the guy and the upper deck was raised all the way up, ramps down, 2 cars beside the truck. I don't know what was going on for sure as I just was passing on the highway.

it could have been an axle weight issues so they were shuffling cars around to get the right weight over the right axle
