In California, where I was on the job, you had to be able to document 3 or more separate violations to charge reckless. Of course that was back in the dark ages. Things may have changed. But not likely for the better...
You'd have to prove he INTENDED to hurt/maim/kill as that is called a "crime of intention."

Why would veering slightly make a medical condition unlikely? As if you'd hold the wheel straight while incapacitated. Hardly a swerve there.
It's odd at the end perspective view that there was stopped traffic spaced apart behind a lead vehicle which had nothing in front of it and was moving (usually that would be bumper to bumper, or else someone would have to fix that... Yeah here reckless is some sort of intent that puts others in position to be severely injured. The intent part is crazy hard to prove on a vehicle.

There's usually a slow down in the right lane pass great america. It's the exit to Grand ave, west bound and also the entrance to i94 west. There's a mall right off that exit
