When to approve and send elogs

    That's odd. On Omnitracs it's pretty easy. All you have to do is select "Approve" and it will list each and every duty status transaction that has not been "approved" (and therefore could potentially be edited except for drive times)

    Even after ours are transmitted and certified, they can still be edited. In fact we have to transmit them so our safety director can see them. Nothing is done in real time. After the director can see them, they can change everything they deem necessary, including drive time. A record of the edits is in the office, not on our app, and a DOT officer in the field cannot see the edits. He would be able to see them if he requested an email with the paper copies, but according to JJ Keller representatives who trained us that email is not required to be sent for 48 hours and they are not allowed to hold the driver because of it.

    With omnitracs, they are kept current to the cloud by the minute practically. But also, the office can interrogate the system and see in an instant what our current log situation and position is.

    This is part of how they are very good at assigning the right loads to the right drivers and keep everybody running good and making money, and keep repowers to a minimum.

    Maybe keeping repowers at a minimum is normal at your company, I wish they were at my company (soon to be former company), repowers here are SOP (and SOSDD). I'm suppose to be OTR, but there are weeks I feel like a shuttle driver, shuttling loads from one driver to another.

    There are essentially 2 types of systems out there. The original EOBR systems first adopted by Werner and then further developed by and for other companies(Omni tracts-Qualcomm, People net. etc) are a full suite of tracking and communications systems integrated with operational programs in real time, that as a bonus added HOS interfaces.
    Most of the current crop of ELD's (JJ Keller, VDO etc) are ordered as an HOS recording device only, although some of them can be outfitted with options including tracking or communications.
    Our company, and many others have a driver population that will not put up with the electronic babysitter functions common with EOBR's, nor do they need or wish to pay for them. And since the data is resident in the device in the drivers hands and no real time capabilities, the operations and safety personnel at my company have no idea where I am. And they don't know my HOS situation until I transmit, which the system does not require
    Since I cannot edit anything at anytime in the field, I am "certified" as of the latest entry.
    I cannot imagine a company like JJ KELLER putting a system on the street that is not compliant with the intentions of the ELD mandate. But as we have already seen, that mandate is very fluid at this moment and changes are flying around almost daily.

    The 13 days is for supporting documents. Like toll receipt, hotel, fuel receipt, etc.
    The question of approving and certifying an ELD (not an AOBR) is 24 hours.
    Here is the link and the specific regulations.
    eCFR — Code of Federal Regulations

    §395.30 ELD record submissions, edits, annotations, and data retention.
    (b) Review of records and certification by driver.
    (1) A driver must review the driver's ELD records, edit and correct inaccurate records, enter any missing information, and certify the accuracy of the information.
    (2) Using the certification function of the ELD, the driver must certify the driver's records by affirmatively selecting “Agree” immediately following a statement that reads, “I hereby certify that my data entries and my record of duty status for this 24-hour period are true and correct.” The driver must certify the record immediately after the final required entry has been made or corrected for the 24-hour period.​

    Certify is 24 hours. 13 days you have to get the logs to the company

    Drivers must submit their RODS and supporting documents to the motor carrier no later than 13 days after receiving them.
