You really should take a minute and go look up the definition of "shall".
If you're not going to do that, try your ridiculous argument on a DOT cop and see how far you get. But please video yourself setting the officer straight, so we can all laugh at you... er, I mean be educated by your geniuseness.Pedigreed Bulldog Thanks this. -
.
Polecrusher, I posted a legal defnition of the word "shall" on this post, so maybe you should take a look at it, and if you aren't going to do that, then maybe you should get one of your weigh station buddies to log onto this thread, without their gun, badge and other methods of intimidation and then I could use the regulations to expose their ridiculous arguments and you and your imaginary friends can view them on Skype and laugh at them.Oxbow Thanks this. -
Werre you by any chance a tax advisor for Westly Snipes?

What is SHALL? definition of SHALL (Black's Law Dictionary)
Sorry to tell you, but you're a bit confused. -
From the dictionary at law.com:
shall
v. 1) an imperative command as in "you shall not kill." 2) in some statutes, "shall" is a direction but does not mean mandatory, depending on the context
If you read just part of definition 2, @silverspur is right. I used to manage contacts for the Air Force and had many conversations with lawyers about the language in those contracts. From that my eyes immediately go to "in some statutes" and "depending on the context". There is more than likely something elsewhere in that green book that locks you into that mandate whether you like it or not.
But then what do I know? I've just some dumb truckerOxbow Thanks this.
