    I don't know about responsibility, but It's good practice to let someone pass if you can. That's rule 1 for us slow truck drivers. But with new barely trained drivers, like I used to be, it's not obvious.

    Did not read this whole thread, others likely covered it but the driving maneuver is right in the name "pass".

    Problem: If you are not completing this "pass" than YOU are blocking the left lane. Solution: Tap your brakes and drop back BEHIND the truck that was peacefully minding his/her own business.

    I like to stay out of the pack, not create a pack.

    Speed is a secondary consideration. I'll back out of it before it becomes an issue.

    And at some point you were faster , if not how did you get beside the other truck. Pro would slow for a few seconds and let you by .

    All you have to do is tap your brakes and drop in behind him. ;)

    However, I've once seen highway patrol pull over two rigs that were fighting it out on the hill and ticket both of them. The one passing and the one being passed.
