You also have to consider not only your own safety, the safety of your rig, but you also have to consider safety for the Homeland.
Children stranded bad weather I understand all that. But otherwise you are taking a chance that that person could take your truck, your load, or even your life.
Or take all of the above and go cause mass destruction and Mass casualties.
We must all be responsible to make certain that our vehicles are not used as weapons by those who wish to do us harm. -
Homeland security crap is how the government gets away with attacking country that are no threat to us and we have no business in.

I grew up, and regularly travel through, areas with no cell service. In fact, if you have to drive north of my hometown, you will have to drive for 4 hours before you get service again. That's a long way to walk for a cell signal.

We run pretty remote areas, sometimes spots of 3 or 4 hours without phone service and very little traffic. From now on when I see someone broke down or having problems I will leave them along the road and promise them that I will stop at the next highway patrol call box because I just read this whole thread and have learned that helping people is unacceptable and that I could die and someone could steal my truckload of lumber and drive it into a school and kill a bunch of kids.

§392.60 Unauthorized persons not to be transported.
(a) Unless specifically authorized in writing to do so by the motor carrier under whose authority the commercial motor vehicle is being operated, no driver shall transport any person or permit any person to be transported on any commercial motor vehicle other than a bus. When such authorization is issued, it shall state the name of the person to be transported, the points where the transportation is to begin and end, and the date upon which such authority expires. No written authorization, however, shall be necessary for the transportation of:
(1) Employees or other persons assigned to a commercial motor vehicle by a motor carrier;
(2) Any person transported when aid is being rendered in case of an accident or other emergency;
(3) An attendant delegated to care for livestock.
(b) This section shall not apply to the operation of commercial motor vehicles controlled and operated by any farmer and used in the transportation of agricultural commodities or products thereof from his/her farm or in the transportation of supplies to his/her farm. -

Long before I drove truck I was driving home one evening in a rain storm on a country road in Northern California, and I watched a car in front of me hit a deer and run off the road into a ditch. I pulled over to offer assistance and the young lady behind the wheel was out cold. There weren't cell phones back then and I flagged down a passing car and told them to call for help. I waited with her for almost 2 hours and nobody came. She finally started to come around and I drover her 30 miles to a hospital. She had a concussion, but was otherwise okay. I left my name and contact info at the front desk. The next day there is a knock at my front door and it is the young lady and her father. They stopped by to thank me personally for helping. The young lady that I helped that evening and I are celebrating our 29th wedding anniversary in a couple months. We have 3 grown kids.
Now that I drive professionally, I will always stop to offer assistance to anybody that needs help regardless of who they are. You can offer them a safe place to sit and keep them comfortable until assistance arrives. I won't give rides to random people at truck stops or pick up hitch hikers.
