The Spotted Lanternfly is an invasive plant hopper native to China, India, and Vietnam. It was first discovered in Pennsylvania in Berks County and has spread to other counties in the southeast portion of the Commonwealth. This insect has the potential to greatly impact agricultural crops such as grape, hops, and hardwoods. It is also reducing the quality of life for people living in heavily infested areas.
Due to this insect’s potential impact on the agricultural industry, Pennsylvania and a few of the surrounding states have (NY, NJ, VA and DE) created quarantine areas. Unfortunately due to the insect’s talented hitchhiking skills, the quarantine area is expected to grow soon. “What’s that mean for truckers?” Good question…
As a carrier that operates within quarantine areas, drivers need to complete spotted lanternfly quarantine training. The training is simple and will only take about 5 minutes to complete on-line through your classroom on Infinit-i. Once the training is assigned, you will be sent an email inviting you to participate in the training. Once completed, you will be emailed a certificate of completion. Please keep this certificate available when traveling in the quarantine areas, if you have not received the placard. Placards will be mailed with your registration to you to be placed in your permit book at a later date. You may also pick up the placard in the permit Department in Louisville.
Hard enforcement will begin May 1, 2019. Failure to show proof of the training could result in a $300.00 criminal citation to the driver per violation in addition to a civil penalty up to $20,000.00 per violation to the carrier. Revocation of permit or compliance agreement if Pennsylvania Department of Agriculture determines the holder has not complied. Revocation has the potential to prevent Mercer from hauling freight in or out of the impacted areas.
Mercer drivers that completed orientation after January 1, 2019 have already had the training assigned and have the required placard in their permit book. The rest of the fleet will be assigned the training on February, 22, 2019 and have until May 1, 2019 to complete. We will have a large training session available the week on the truck show and distribute placards at that time as well
This is mandatory training and must be completed by May 1, 2019 but if you complete the training by April 14, 2019 you will receive 5 safety credit points. Please allow up to 2 weeks for the points to be added to your score.
Due to issues that have caused drivers to inadvertently sign-on as other individuals operating for other companies, effective 2/21/19, all driver passwords will be changed to ********

Interesting, I'm leased to a company based in PA and haven't heard anything about it. Lol. Maybe they didn't tell me cause I don't run up there. I don't know...

I’m with Admiral and I can tell you the last few months have been sketchy with rates and freight. You are wasting your time and $$$ moving around this time of year.thaistick, PoleCrusher, JonJon78 and 2 others Thank this.

Absolutely agree. But so many do it. I see it every winter. Sketchy rates and volume of loads is just part of the game with open deck in winter.

I think reefer is the only one that doesn't lose freight in the winter, and that's because they pick up a lot of otherwise dry freight just to keep it from freezing

I'm not gonna lie mercer rates was kinda forcing me to switch. But i get decent discounts so im trying to wait it out

if or when you switch you will see the rates are right in line with everyone else. The only way you will get better rates is if you go somewhere that can better take advantage of short term spikes in the spot market, or find niche/ specialised freight.RStewart Thanks this.
