I think I paid $325 at loves and that includes all fuel filters as well. For $150 I'm not gonna deal with trying to get rid of 14 gallons of oil and spending an hour or better doing the service.

Like @TruckerPete1990 said it came in the mail this week from Mercer. You should have received a video/test in your email a few weeks ago that had to be completed to receive that permit.

Simply buy your own filters...do yoy have the paccar mx13?.. All these new motors require extra filters and that's what they're charging for if you buy your filters from the dealer or Places like fleet pride you'll get them cheaper and then you will not to pay those ridiculous prices when you go to Get your oil changed.

trucks passing through do not need the permit, only those stopping within the quarantine area. it is not all of PA just the SE counties. this is where I am 90% of the time and I have no idea how they will enforce it. the "permit" itself says remove before driving. they would have to patrol private property where trucks are stopped to see if they have permits. then will it be an offense to have a permit but not display it? there are many questions about this whole program. knowing how Pennsylvania taxes and fines everything, I can see them looking for another cash cow to milk for more of truckers money.

Your right. I'm going to delete the bottom part of my post. This site lists the counties. https://disa.com/blog/spotted-lanternfly-trucking-permits-and-quarantine

that link is worth reading. here's the part I find particularly troubling

"Drivers in permitted trucks will be asked questions regarding SLF to verify that they have been trained."

So we need to be ready to answer any questions from the minimal training we already got? What happens if you don't satisfy the inspector, regardless of having a permit, will we get fined?

This opens us up for more roadside inspections in PA and even in neighboring states according to the link. Checking logs vs BOL's is always troubling. If you are just passing through and otherwise would not need a permit, if you make any stop at all you then DO require a permit. I just can't see this happening for the number of trucks passing through this area, particularly 78 into NJ/NY metro area, not to mention the low level of education of many of the bottom feeder company drivers and those "foreign" drivers that barely speak English, if at all. Seriously does anyone think they will have even the slightest bit of training? If they have a permit at all it will just be put in the truck by the company.

Maybe soon during regular DOT inspections they can start quizzing people on random pages in the little green book then failing (and fining) them for not knowing every little detail. This whole approach opens up new avenues of 'permissible' actions during inspections, and other states may decide to find such permits and inspection actions something they want to pursue, all in the interest of the public safety of course.

Another possibility is the 'need' to get federal money to build agricultural inspection stations and ports of entry across the state. This is going to be interesting to watch as it develops.
