I was born in Bell Gardens and I lived in Pomona California most of my Young Life about 27 years ago I moved to Florida bought me a 10-acre spread and put a double wide on it homesteaded it and let me tell you, every chance I get I go fishing I can go fish off the Atlantic I can fish in the Gulf I can fish in a river I can fish in a lake I can fish in a retention pond I can fish in a canal if I want everywhere you go in Florida there's fish.
I wouldnt move back to California if you gave me 10 acres. The cost of living is Affordable in Florida though it is rising because of the amount of people that have moved into the state but it's still cost affordable hands down.
California just went plain nuts in the 1990s that's all I can say.

I am definitely NOT saying he acted appropriately.
23 year old men tend to have a remarkable tendency to overestimate what they can actually do. I imagine a lot of us lived through that state of life. Most of us have scars to show when we did something stupid.

They set the guy in Colorado's bail at $400,000 and he can't leave the state. This is from an article:

According to an arrest affidavit released Saturday, Aguilera-Mederos told investigators that his brakes failed just prior to the accident.
The report says Aguilera-Mederos noticed his speedometer showed 85 mph. He told investigators he had to get over onto the shoulder to avoid stopped traffic, but when he tried to, he noticed another semi-truck already there.
According to the arrest report, because of the semi on the shoulder, Aguilera-Mederos told law enforcement he decided to swerve back toward traffic. He said he thought he was going to die so he "closed his eyes before hitting the stopped traffic," the affidavit says."

I just realized that this fully justifies the Steven's Transport policy of no driver with less than a year experience routing through I70 west of Denver.
