Officer should have signed the bills for breaking the seal. And the carrier should have called the broker or customer.
That's my thoughts.

Why did the officer break the seal?

He has to document he broke the seal. Call his superior officer.tell them you want his dash cam footage and notes and call log.florida gives you an additional paper.( If you own the truck. You then file a claim against the state.) He won't throw away his career if you push it. I hope you sent somebody a message, a Qualcomm or fb post documenting the offense. Sorry that happened to you. They are not God. Stand your ground

I've had 3 new seals this year, and 4 in the past.its common. It's also stamped Arizona etc

The last time we had seal issues was with a flower load out of Phoenix West. Illinois police pawed through the whole thing.
I resealed it. logs and papers and qualcomm etc. Chicago took those flowers without complaint.
That particular load was a fubar because we had to run to Rolla MO through the woods to take it away from a trainer and his student who dawdled too long in AZ and NM at the Casinos etc. The load was late. And if it was not there in Chicago by midnight the account would have been lost.
The search took a hour of our time, time we did not have. Nothing was found. But the load was in Chicago before midnight and that was what mattered in the end.Joetro, Dave_in_AZ, TallJoe and 2 others Thank this. -

DOT Officer broke the seal and had no problem documenting it...

Bolt seals will prevent trivial random nonsense like this. If an officer ACTUALLY needs to get in the trailer, they'll make it happen, but a bolt seal can't just be yanked off on a whim.

They - officers - typically reseal it with their own seals too. If that happened to me and he refused to reseal it or sign for it, I would call his captain and also a broker then reseal it with my own. No way, I would advance without a seal. At the minimum, it is better to have a mismatched seal from not having one at all.
