18 speed / 13 speed problems

So we were having some problems with our 95 9400.. the 18 speed trans was neutralizing suddenly, and engaging on its own where hauling down the road..

changed to a 13 speed we had there, and its doing the same thing

any ideas ?? Checked air lines, etc
