I ended up not needing to scale at all to get my name on the title which only cost $18 bucks. The $4400 included IRP, 2290, plates, stuff like that. I tried in vain to explain to the big boss lady that I was leased onto a carrier's authority and they provided plates and permits, IRP and I had already paid the 2290 just didn't have the receipt right there with me.
Anyway another trick I have used when trailers are that close together was to place some short 2x4's on top of the 5th wheel, dump the air bags and slip under the front edge of the trailer and hook up only the red air line and pump up the air bags. This gets the landing gear about an inch off the ground-- enough to roll forward a few feet to get access to the crank handle. Discard the greasy 2x4's and proceed. 2x4's I pick up all day long anytime and have a small handsaw in the truck to make more shorties like that.
