Just replaced my Air Governor on my 2016 VNL 780, and now, the hole at the very back of it sucks in air audibly when it begins charging. Replaced it again and the same thing is happening. Anyone have any ideas why?

Did the bad gov you took off have that hole plugged? If so remove plug from old one and install in same hole of replacement gov.
Most govs come universal with multiple holes and you either plug or unplug the ones needed for your application.

    I did,
That solved it, however, I increased the governor cut off to ~130 but it's starting to charge air at ~120, when before it charged to 110 and started charging at 100. How to I lower when it starts charging?

You can only adjust the cutout. The cut in is pre set in the governor. That one you have is tight. That happens. Most have a 20-25 psi window between on and off. I set mine to about 125-130 and the preset cut in is usually around 100-105.
I’ve noticed some can be tight when new and after they cycle and get hot in time they loosen up and the cut in drops to a lower psi but cut out stays set. If that makes since.

Here's something fun, the hole that was pulling vaccum when it started charging is the Exhaust Port. Bendix says that means something is putting a vacuum on it. Yay.

If everything is connected to the gov correctly then only two things come to mind that will cause this.
One is the compressor unloader is sticking or
Two is the purge signal line has back pressure on it caused by dryer.

Sounds like a plug should have been placed in the hole. Did you put it together exactly like the old one?

Not sure how to even check those, the Air Compressor is a pain to get off and I don't have the tools for it, how could I check the purge signal line?
