So maybe this is common knowledge or not IDK. My driver was stopped today in Ohio for an inspection, truck and papers. Everything passed except the inspector dinged him for not having a card in the cab that explains how to use the ELD... Mind you it's not a full blown ELD just the bigroad app on his phone (the whole fleet is on it). I've not heard of this rule. So heads up if you are using ELD's apparently you must carry a card on how to use it. Anyone else heard of this?

He is talking about an Phone app that they use. Doubt if a manual is printed unless their site lists a manual.

I would say that the OP's Company needs to get clarification from the App owners and the FMCSA as to what this would fall under and put a copy of that letter in each truck cab book.
Does the OP manually put in each change of duty status? Automatic would mean more as in connected to the truck and records automatically.
I would say that the App does not fall into the criteria for an Automatic On-Board recording device, but an app to log change of status like many other apps, and the App is not considered an ELD, but an electronic log.
(i) Performance of recorders. Motor carriers that use automatic on-board recording devices for recording their drivers' records of duty status in lieu of the handwritten record shall ensure that:
(1) A certificate is obtained from the manufacturer certifying that the design of the automatic on-board recorder has been sufficiently tested to meet the requirements of this section and under the conditions it will be used;
(2) The automatic on-board recording device permits duty status to be updated only when the commercial motor vehicle is at rest, except when registering the time a commercial motor vehicle crosses a State boundary;
(3) The automatic on-board recording device and associated support systems are, to the maximum extent practicable, tamperproof and do not permit altering of the information collected concerning the driver's hours of service;
(4) The automatic on-board recording device warns the driver visually and/or audibly that the device has ceased to function. Devices installed and operational as of October 31, 1988, and authorized to be used in lieu of the handwritten record of duty status by the FMCSA are exempted from this requirementReeferOhio Thanks this. -
If it does NOT meet the standards of an electronic log under § 395.15, then you'd need to have the ability to print out your RODS. You'll find that in question #28 in the guidance for § 395.8.

He was hit for not having an instruction manual on the "App", not being able to print them out. But you can E-Mail/Fax them to DOT also if you are not able to print them out.

Either way, it's in the regs. If you're going to use an electronic aid to keep your RODS, you need to know the applicable rules.

E-Mailing/faxes the prior days has been okay since a few years ago when logging apps showed up.
