The way it works is the clutch fan is run by the ECM and has a relay that connects power to the solenoid to open the air valve up. If you are having issues with heat, then i would start looking at the radiator and the cooling system, not the A/C. IF there is an issue with the A/C, then get a shop to look at it, it may be an ECM issue or an issue with other things that are preventing the ECM to tell the fan to kick in.

So sounds like the best and only thing to do is fork out the cash and have someone look at it...it's just so expensive thats what I was trying to prevent..thanks though for the help!

Hopefully you are up and running by now but this is my explanation of your problem.
You say you have no air conditioning. That could be caused by your air conditioning compressor being broken or some other problem with the air conditioning system. As the air conditioning system is working properly when you are sitting in a truck stop and there is no movement of the truck, the head pressure on the air conditioning compressor builds up and activates the high pressure switch, which in turn turns on your engine Fan. This reduces the ac head pressure by drawing air across the condenser and that is why your engine fan cycles off and on when you are sitting in a truck stop or in traffic.
Simply disconnecting the electrical portion of your engine fan to make it run all the time well not necessarily fix your air conditioning problem if that system is faulty. Good luck! -
