    NO you can not.

If you decide to use personal conveyance, just think to yourself.... How confident in myself would I be to present my case in a court.
If you don't feel confident that you would get a ruling in your favor, then you probably shouldn't use it

Just remember if you get in accident or someone hits you. You might be held responsible and it won't be an accident. It will be a criminal act on you part. It's only an accident if you running legal.

    No.

Break means you stop and stay 30 minutes. It's a annoyance more than anything. Takes the groove right out of your motion rolling down the highway for the day.

Don't you love that stupid uncle sam and his dumb laws draining the joy from your life.

Interesting question. I bet the answer isn’t clear cut. Let’s say for example you were driving along the interstate and that was clearly your route for your load. Your origin and destination are both on the interstate. You remembered your relatives birthday is coming up and you want to mail them a card. The post office is 10 miles off the interstate. Could you not use PC to exit and go to the post office and mail the card? Would this not be off duty time that could count as a break? You would not be advancing the load you would come right back to where you exited. I don’t know.

Only if you don't use it to gain an advantage - which means moving closer to your pickup / delivery destination.

30 minute break means 30 minute break. That truck stops and stay. If you happen to need 30 minutes to wait in line at the post office then by all means.

PC is not effective when advancing a LOAD towards a customer. That is the one thing you cannot do with PC.

I don't get poeple, these are two different things and pc is very limited to what it can be used for, the state officer do not have to follow the fmcsa guidelines, they can put someone oos for using of.

The same goes for the 30 minute break, it is a break, that means the truck stops - period.

The only thing I can think of is say you drove several hours to your customer then went On Duty and your 8 hours elapsed without a 30 minute break. They got your (un)loaded and kick you out, then you would be legit to run PC to the nearest place to get your rest break.
