Go direct to the shipper/receiver about the claim. The claim is between you and them, not the broker. The broker can with hold payment but you
have the right to deal direct.
Regulations actually state the the freight charges must be paid and the claim is separate. In reality it doesn't work that way.
Also a claim is for a specific amount, not approx amount
